Emergency Operation Centres play a vital role in emergency operation activation, coordinating the flow of information relating to relief and rescue operations. During any disaster, emergency or crisis situation, the immediate first response has to come from the District Disaster Management Administration (DDMA). It is therefore necessary to ensure that District EOCs are strengthened with a fully functional DEOC building, well equipped with the emergency management systems needed for effective coordination with the State EOC and other local-level functionaries.

District EOCs need to be made more resilient than the State EOC, as they act as the first principal responder for a major local emergency in each district, holding the same capabilities specified by the Government of India for a State EOC.
